Because the list of packages that PUI (Package User Interface)
displays is built up from the file 'package-index.LATEST.pgp' and the
version of that file that you have is a bit old (pre addition of the
Latin-Unity package).
To fix, simply:
Tools -> Packages -> Add Download Site -> choose site
Tools -> Packages -> Update Packages Index
