It's not, because it's not built with it... from the build report:
Compiling in support for the Athena widget set:
- Athena headers location: X11/neXtaw
- Athena library to link: neXtaw
I chose a long time ago to do the Fedora XEmacs builds (which I'm pretty
certain this one is [0]) with neXtaw because it was (and still is) the least
butt-ugly of the alternatives, and IIRC there were some Xaw3D problems at the
time.
