[bug] vertical divider drag
maybe this is fixed with outstanding patches, but in b40pre2,
xemacs -q
C-x 3
C-x 2
C-x 3
and try dragging either of the dividers on the right. The top one
does not drag at all and the bottom one will only drag to the right,
and quite hesitantly at that.
