The elisp function make-dialog-box, which is used to make dialog boxes like
these, supports the keyboard accelerators via the "%_" prefix. For the Athena
and Motif toolkits, XEmacs "supports" this feature to the extent that they
explicitly strip out these characters before before creating the dialog box
buttons. No acceleration is provided. GTK doesn't do anything with them one
way or the other which is why you see the characters.
The acceleration is only used in a few core lisp files and no packages so it
could be dropped without anybody really noticing.
I asked about dropping support dialog box accelerators in xemacs-design back
in July (see
http://list-archive.xemacs.org/xemacs-design/200307/msg00044.html) but
received no reply.
As others have said, the only work around is to stop using the GTK build.
I hope this helps.

Q: Why did the chicken cross the Mobius strip?
A: To get to the other... uh... err...
