Perhaps. My bet is that our configure script doesn't handle your
setup:

No dialogs configured. I deduce that there won't be any HAVE_DIALOGS
in config.h.
You're also missing widgets. As a workaround, you might try using
--with-widgets=(one of lucid,athena,msw,gtk,motif; msw or athena seem
most likely) and --with-dialogs=(same options). Or you could
configure --with-x11=no. I would hope this would give you a vanilla
MS config with MSW dialogs and widgets.
Could you send the output of configure.log, please, so we can figure
out why dialogs and widget kits aren't being detected?
