Ever since this change:

* XEmacs.rules (distclean): Convert to double-colon, allowing
package Makefiles to add individual rules.
I have been unable to build the packages. Here's the first error:
make -C texi info
make[3]: Entering directory
`/u/shelton2/software/build/xemacs-packages-2002-06-10/xemacs-packages/auctex/texi'
Makefile:89: *** target file `distclean' has both : and :: entries. Stop.
According to make's info:
When a target appears in multiple rules, all the rules must be the
same type: all ordinary, or all double-colon.
It seems that you should have gone through and verified that there
were no 'distclean:' rules in any of the makefiles.
