I am using cygwin 1.3.5. I also just tried 1.3.6 and it doesn't work
either.
I will attempt to reinstall 1.3.2 and see if that helps.

This works for me using XEmacs 21.4.6 built using cygwin. I am using
cygwin
1.3.2
