Changes can be put to review either by exporting the changeset and mail it privately or mail it to xemacs-patches, "hg server" can be used for temporary sharing using the built in webserver and you can even set up a repo at BitBucket for more longterm branches. I'm sure that branch repos also can be set up at Alioth much in the same way as for the GPLV3+-work if the branch needs to live longer.
