I'm not sure I understand the benefits of personal branches.
Why not embrace distributed version control? Changes can be put to
review either by exporting the changeset and mail it privately or mail
it to xemacs-patches, "hg server" can be used for temporary sharing
using the built in webserver and you can even set up a repo at
BitBucket for more longterm branches. I'm sure that branch repos also
can be set up at Alioth much in the same way as for the GPLV3+-work if
the branch needs to live longer.
