No, that's not correct. The packages are built in a "clean"
environment (-vanilla -no-autoloads). So it should be possible to
build the packages without any packages installed.
Could you try this for me (without your patch):
make distclean
make autoloads
make (whatever target you used before that gave you problems)
And let me know how that goes.
