man/xemacs/packages.texi is missing both hyperbole and oo-browser in
21.[45].

etc/package-index.LATEST* is updated just before a core release, I
guess.
I update the 21.5 branch after each official package release and
submit a patch against the 21.4 version. I think packages.texi should
be handled alike.
