$PATH bug?

I have noticed that lib-src directories get added to `exec-path' but not $PATH. This is causing tmdecode to choke when decoding base64 or QP -- it cannot find mmencode: text/plain; quoted-printable -> /tmp/ab.patch /usr/local/lib/xemacs/xemacs-packages/lib-src/tmdecode: mmencode: 見つかりません[1] Process tm-file exited abnormally with code 1 Shouldn't lib-src directories also get appended to $PATH?
