Excuse me? 21.4 has supported the site-packages hierarchy for years.
I use it myself. Have done for ages. Even ~/.xemacs/site-packages/
works in 21.4.
Does your path include site-packages/foo/lisp, site-packages/bar/lisp,
or is it site-packages/lisp/foo and site-packages/lisp/bar?
