Experimenting with this today I think that I've tracked down the cause.
I use Unison to sync my repositories between by PowerPC desktop and
Intel laptop and working on something I often build the same repository
on both architectures. It seems that, even though I remove all of the
build parts out of XEmacs.app before rebuilding, the Finder still thinks
the app is the other architecture and refuses to launch it. The
solution is to delete the XEmacs.app directory and get a fresh copy from
a clean tree.
