CVS broken

I've lessened the probability of mule-charset.c to basically zero (changes from me, Martin, and Himi take it back to 12 Oct). The place it crashed is screwing around with Latin-2 strings. Given the bitching about charsets in the error message, that's a more likely place to look for trouble.
