It's not very likely that they don't have the xemacs-base package
installed, but it is possible. A person could use an XEmacs without
the xemacs-base package, but not much would work and I'd imagine that
they would be experiencing lots of other problems.
All I can suggest is to find out from these people if they have the
xemacs-base package installed (and if they have skeleton.el where it
should be). And, if not, tell them to install xemacs-base.
