Use of RECOMMEND. [was: fix case problem in replace-in-string]

General discussion, moved to xemacs-beta. drv> NOTE: Something similar (the replace-in-string part) should drv> probably be applied to 21.4, but I don't have it handy For 21.4, don't hesitate to use the RECOMMEND keyword even if the patch won't apply. I would consider it a courtesy if you'd mention the fact that you don't think it applies in the explanation. If I want help, I can ask for it. It's more important that I notice the recommendation.
