I'm not sure what you include in the notion of `parser', but Emacs-21
comes with xml.el which is an XML parser (written by Emmanuel Briot)
and John Wigley has xml-parse.el which does the same differently.
PSGML probably has one as well.
This would specifically be the XML -> DOM portion. Either using xml.el or
the PSGML api.
