This is likely the CVS bug that causes files in the root directory to
not be committed if doing a multi-directory commit. My `cvs-commit'
and `xre' scripts in the xemacs-builds module work around this by
doing separate commits for each directory.
Try doing `cvs-mods' after every commit. This script can also be
found in xemacs-builds.
