No. A SUMO is a mere aggregation. As I understand it, the SUMO as a
whole is distributed under the GPLv3, but individual packages can be
separated out under their own licenses.

Not for packages that are "mere aggregations", such as the ones named
"something-utils". On the other hand, Gnus gets split up into several
packages. We just have to be careful; it depends on whether a
particular package is considered a single work or not.
Probably the easiest thing is to just upgrade all files in a package
when we upgrade any single one.
