what's broken wrt mouse-track-insert on windows?

mouse-track-insert works great.
From: Adrian Aichner <aichner(a)ecf.teradyne.com>
Subject: [Success] XEmacs 21.4.4 "Artificial Intelligence (candidate 2)",
i586-pc-win32

Would be nice to get thumbs-up for this patch from non-Windows people.
Best regards,
Adrian
