Missing Local.rules.inc

I am trying to build packages from source. I checked-out out the cvs source per instructions and modified Local.rules, again per instructions. XEmacs.rules is trying to include Local.rules.inc yet it does not exist. I found references to this file in the ChangeLog but no clue what should be in it. Any help?
