Submit a patch against jka-compr.el to xemacs-patches(a)xemacs.org. In
the fullness of time it will be reviewed, applied, and appear on a
mirror near you. Typically 2-3 weeks depending on Steve Youngs'
schedule, a little longer to find its way into the SUMO.

This will not get fixed in 21.4, it's nothing like a critical bug.
But you could submit a patch against 21.5 for testing.
And you can fix it locally if you're using CVS, CVS will preserve your
mods.
