No. The reason for distributing the packages separately is to try to
decouple development of code that uses internal APIs, which change as
the devel team's needs and designs change, from development of code
which uses only public APIs (as defined in the Lispref).
It's unlikely that you'll get a useful XEmacs without the xemacs-base
package, and this is documented in several places.
We should distribute xemacs-base along with the core, but for the
moment please download and install it.
