This is due to a bug in the 1.5 Cygwin series. Your options are:
(1) Revert to an older version of Cygwin;
(2) Don't spawn any subprocesses until the bug is fixed (it is fixed in
CVS, so my guess is that the next Cygwin DLL release will solve the
problem);
(3) Start XEmacs from a bash shell rather than using the desktop icon
(this fixes the problem for some people, including me, but I've had
one report that it didn't work);
