auctex: CHANGES and README

In the auctex packages in CVS, the files CHANGES and README differ from what is produced if those files are regenerated. At a minimum, we should regenerate them and commit the results back into CVS. Better, in my opinion, would be to remove those generated files from CVS and produce them unconditionally at build time. Note that INSTALLATION and HISTORY are also generated, but the versions currently in CVS match what is produced when they are regenerated.
