AFAIK tm is obsolete and orphaned (Tomohiko Morioka, the author, has gone on to the next generation with SEMI). It really was intended to be used in old messaging applications with no thought for support of MIME (eg, RMail). I don't think we can delete it yet, but we probably should deprecate it.
