up on bug reports from people exposed to balloon-help-mode.
I am pretty sure that at least at that time, the Windows crashes in the
stable version were still around.
I agree that it's hard, though. Both Firefox and apps
distributed
with Mac OS X 10.5 have a habit of leaving their tooltips on-screen
the way that dogs leave turds on the sidewalk, and they do get in the
way of the functionality I'm aiming at.
Emacs is actually pretty good not doing that.

Probably not; they're a YAGNI AFAICS. So I'm not going to do that
until somebody shows that they have some utility. Eg, the :help
strings in python-mode menu just give slightly more verbose versions
of the information already available from the menu items.
They are ubiquitous in Emacs. Commonly the menu entry shows a brief
menuish catchword (like "Highlight Active Region") whereas the
mouse-over help gives a brief summary and the Emacs term, like "Make
text in active region stand out in color (Transient Mark mode)".
This makes it easier to make the menus appeal to GUI fetishists (the
menu terms use GUI speak like Cut, Copy, Paste) while still having the
proper terms for people getting work done with Emacs (kill/copy/yank).
Of course, there have been bitter fights on the Emacs developer list
about pretty much every word... But the result is definitely more than
just "slightly more verbose versions": it provides context and
connections and allows retiring Emacs terminology from the sight of
those who can't be bothered but "just want to get things done (TM)".
