Because they're not supported, and they are hard to support well in
current Mule.
They could probably be supported with Aidan's new CCL coding systems
-- once they stop breaking the build.

these translation tables as well in unicode.el?
You can load them if you want; it should work. But what really should
be done is to create a special coding system that is used only early
in initialization to allow XEmacs to find its own components on the
file system, then load everything else on demand.
