`find-coding-systems-region'? Crummy name. Coding systems are a file
concept, not a buffer concept.

This is not an exact solution, as l-u-r-r is designed to be
interactive. OTOH, this is a situation that seems to call for
interaction.
Gnus could always try calling `latin-unity-sanity-check' before
encoding a buffer.
