The Linux console for 2.2.0 alleges to support ISO-8859-15, so there's
a glyph we can get there.
More important, as I understand it, Latin-0 is basically intended to
be a more useful version (for today's environment) of Latin-1.
Should we be thinking about defaulting to ISO-8859-15 when we get
support for it, or should we wait and see what the rest of the world
does?
