You say your XEmacs is up-to-date, but in fact XEmacs 21.4.22, not
21.4.21, is the most recent version. I don't see why any of the
changes in that version would affect this bug, but you could try
updating.
I don't understand why all of those shadows are listed, since they
seem to be in the same directory. Could you send a ls -lR directory
listing of /usr/share/xemacs21/site-lisp?
Finally, you need to make sure that the color-theme-* files were
compiled with XEmacs. If they were compiled with GNU Emacs, there are
some variations in the byte-compiled code that can cause crashes. Of
course, this is more likely when you are using distro packages that
are targeted to both GNU and XEmacs.
I will try to reproduce, but it will take some time since I have to
get my hands on color-theme.
