Not pissing off the developers who currently apparently don't use parallel makes is far more important than shaving seconds off end user builds. I suspect the parallel makes broke about the time 21.4 was released. There was a lot of fiddling done to make sure that auto-autoloads worked properly with packages, and that would account for the breakage Ed observed.
