Because defining when "startup" occurs is a problem. The
current
definition is "hard-coded defaults." I guess the definition you want
is "before `custom-set-face' gets called in .emacs".
And before site-start.el.
in .emacs (it gets reset immediately), and I can't use it as the
default Custom 'default (not all of my displays have TrueType fonts).
So fix custom. This is one of the things I hope the custom themes I
keep fantasizing about will solve.

I am proposing the default-default-face thing as a quick fix for 21.0.
Bascially face-spec-set wants to undo all settings made and then redo
them and this should suffice. Just not doing the reset-face probably
does not cut it.
