The pre-release directory only contains version of packages that have
been updated since the last official release. Version 1.89 is the
last officially released version of prog-modes, so you'll have to go
to one of those download sites.
Or you could simply try again later. I'm in the process of
pre-releasing a new version of prog-modes :-)

OK, after your announcement of prog-modes Version 1.90 being in prerelease,
I tried to get it from the US prerelease server, but I got the same error
(except for the version number):
