Clearly, installing vc without installing git should not cause an error.
Already fixed on August 15th, and reported on this list earlier this week.
Please use the version in packages/unsupported/scop/vc in CVS, and see
packages/INSTALL in the packages CVS tree for build instructions (and read
http://koti.welho.com/vskytta/xemacs/new-vc/README.txt).
I've removed the binary package tarball because it was already bitrotten, and
because it doesn't make much sense to distribute binary packages of the new
vc at the moment because of the auto-autoloads.elc crash issue with 21.4.
