If these are in fact a bogus remapping of ISO 8859/1 (or whatever) characters to ISO 8859/14 (ie, they are part of the common subset), latin-unity should fix it. No. AFAIK only ISO-8859-15 has it; -16 may get it but I don't have an authoritative reference for that. According to http://www.cs.tut.fi/~jkorpela/iso8859/, it's for Celtic (but it also handles many of the main Western European languages, I would guess, surely German, since the sharp S is there).
