My understanding was that for packages they can go in
~/.xemacs/(mule|site|xemacs)-packages/ [1]

I believe so, yes. But as soon as the '--with-mule' configure option
disappears because XEmacs is Mule-enabled like it or not, we can get
rid of the Mule/non-Mule separation.
