Gnats? By the looks of it, it has both a web and emacs interface.
How do the emacs interface send mail? It would not be nice to have
the bug reporting utility break if there is a bug in, say, the
mail-lib package.
In general, something that works standalone from emacs but with an
emacs interface too sounds good to me.
