I don't think it's finding the EFS package, which provides that
variable (and essential services to list-packages). Is EFS installed?
Where? What does xemacs --debug-paths say about where it looks for
packages?
It does not print any information. EFS is indeed not loaded.

In fact, I don't see any packages at all in the default distribution, and
even README.packages, which should exist according to INSTALL, is missing.
