run lisp code on every xemacs invocation

I want to install some lisp expressions to run whenever someone starts up XEmacs (21.4.x/21.5.x). I want to add it to a place where all users of that XEmacs installation will run those sexp's automatically. These sexps aren't part of any package, but just are some site initialization routines. Where is the accepted place to put these expressions? the site-lisp/site-packages etc directories are apparently deprecated, and my code isn't a package (and doesn't really want to be).
