The netinstaller adds these to the registry under AppPaths for xemacs:
C:/cygwin/usr/local/bin/i686-pc-cygwin;C:/cygwin/bin;C:/cygwin/usr/bin
so it seems this should be unneccessary. Can you check that you AppPaths
entry actually matches your setup. This is
HKLM\SOFTWARE\Microsoft\Windows\AppPaths\xemacs-21.4.xx.exe

I thought that both XEmacsen worked better with cygwin ftp.
