XEmacs' package system is not functional without xemacs-base,
dired,
efs.
You don't need Dired.
So, unless we switch to a http package installation system, these
are
all destined to go into XEmacs core.
I don't see how the method of transport would have any bearing on
where the list of sites can/should be kept.
