As somebody else suggested, "Windwos" is a misspelling of the usual
location. Is that really where your cmd.exe is installed?
At this point we have no reports that Windows Vista is any different
from any preceding version of Windows in any important respect. With
all due respect, that suggests that you have a local configuration
problem, and that your best bet is to find somebody who knows
something about Windows setup who can take a look at your
configuration. We can try to debug remotely, but all our Windows-
based developers seem to be busy with day job or something.
You might also try posting to the comp.emacs.xemacs newsgroup (if you
don't have a Usenet feed, you can use Google Groups interface via the
web). There you will find a much larger group of people who use
Windows; you don't need an XEmacs developer at this point, just
somebody who uses both XEmacs and Windows.
