Re: 21.1, 21.2: HOWTO create a package Texinfo

Vin: this should be added to 21.1, too. I have written a very short introduction to creating Lisp packages. I have chosen to place it in the XEmacs manual rather than the Lisp Reference, because packaging is fundamentally a sysadmin kind of task rather than Lisp programming. I think a lot of people who use an unpackaged Lisp library would be able, and happy, to package it if the upstream maintainer won't (or has disappeared). Comments?
