This is really a question for the package system experts. But I don't think there's currently any support for install-time frobbing beyond untarring. One of the design points of the package system was to have packages shared between different xemacs binaries - 21.1 and 21.2 are supposed to be able to use the same package tree (and whether or not it's byte-compiled by 21.1 or 21.2).
