I don't think we need to do anything for 21.4.

The only files in core that require texinfo 5 at this point are the texinfo info files themselves, the ones I want to remove (or not build by default). Once those are gone, 4.13a should still work.

I haven't yet committed it due to a few outstanding problems I need to fix. I will try really hard to get those remaining problems fixed in the next week. Is that acceptable?
