I explicitly took out all references to specific packages to force
people to read README.packages. I don't think an XEmacs with just
xemacs-base is all that more useful than a bare XEmacs.
I tried to put it more politely then
AT THIS POINT YOU MUST READ README.packages, %!#@!!!!!!.
which is what I really meant.
If you can find a sensible subset of README.packages that is small
enough to fit in INSTALL I'm all for it. I cannot, otherwise
README.packages would not exist.
Feel free to suggest alternative wording. I am not fond of what I
wrote, it is just better than nothing (or a shell script[1])
