Personally, I find this to be in the 'pointless cleanup' category.
Yes, it's cleaner not to have any generated files checked in to CVS,
but we've been working this way for a long time, so why would we want
to break this? What is the benefit? Especially since we would
require people to maintain 2 different versions of autoconf for the
stable and beta branches.
I think that implementing this would actually make the build process
slightly less stable.
