Your XEmacs doesn't have widgets, that's why you don't see them. To get
widgets, you need to have Motif or Athena available. For example,
install OpenMotif, and configure with:
--with-toolbars=yes \
--with-widgets=motif \
--with-menubars=lucid \
--with-scrollbars=lucid \
--with-dialogs=motif
