now we have a new version number but the problem with recent cygwin and
XEmacs:

still exists. A proof of concept version to enable building had been
posted here (<m38yvanvf5.fsf(a)xemacs.org>) (the patch had been for 21.4
but its content could also be used for 21.5.
Will that stay for longer?
